§ 601.17. Scavenging.

It is unlawful for any person or business to scavenge or otherwise collect garbage, refuse, yard wastes, or designated recyclables (excluding newspaper) at the curb or from recycling containers) without a license from the City and an account relationship with the owner of the premises.
