§ 1305.03. Immovable vehicles.

No person may leave a motor vehicle standing upon a City street or alley with the wheels chained, locked or fastened in such a manner that such vehicle cannot be easily moved in case of emergency. Locking of a motor vehicle being moved by hand is allowed.
