§ 1305.23. Tampering with parked vehicles.

No person may tamper with, molest, damage or set in motion any vehicle standing on any street or highway without the consent of the owner or driver of such vehicle. If the City manager finds it necessary, for purposes of facilitating street maintenance operations, to move any such vehicle, he may do so to the extent necessary to facilitate such operations.
