§ 1175.07. License application.
Subdivision 1. Requirements. A person desiring a taxicab driver's license shall make application to the Director of Public Safety. The applicant must meet the following requirements:
(a)
Must possess the required class of license from the State of Minnesota;
(b)
Must be over 18 years old, a resident of Hennepin County or any county contiguous thereto and able to read and write the English language;
(c)
If not a United States citizen, shall furnish information necessary to establish that he is legally in the United States and has the right to obtain employment;
(d)
Shall furnish a statement on the form provided by the City attesting that he is in good physical condition, has good eyesight and is not subject to any disease or infirmity of body or mind which might render him unfit to operate a taxicab. In addition to the statement, the applicant shall furnish, if required to do so by the City, additional information concerning physical condition, eyesight or health including a physician's certificate;
(e)
Must be clean in dress and person and not addicted to the use of intoxicating liquors or drugs;
(f)
Shall provide testimonials to his good character from two (2) reputable City citizens who have known the applicant personally and observed the applicant's conduct during the year preceding the date of the application; and
(g)
When requested to do so, shall demonstrate knowledge of City and State traffic regulations and skill and ability in driving an automobile.
Subd. 2. Contents. Eligible applicants shall furnish the following information in making application:
a)
Name, residence, address, age, height, color of eyes and year and place of birth;
b)
Places of residence for the five (5) years previous to the application date;
c)
Previous employment dates and places;
d)
Whether applicant has previously been denied a taxicab driver's license or had such license revoked and, if so, when, where and for what reason;
e)
Whether applicant has ever been convicted of a felony or misdemeanor and, if so, the date, place and type of conviction.
Subd. 3. Fee. The annual license fee is fixed in appendix D.
Subd. 4. Temporary license. Pending council action on a taxicab driver's license application, the Manager may, in his discretion, grant a temporary license to the applicant for a period not exceeding 30 days.
